The Progressive Peace Ambassadors of the Presidential Amnesty Program (PPAPAP) have praised the Administrator of the Presidential Amnesty Program (PAP), Dr. Dennis Otuaro, for his remarkable leadership and impactful reforms since assuming office.
They acknowledged his efforts in ensuring the prompt payment of stipends and enhancing the program’s overall efficiency.
In a press release signed by key leaders, including Gen. Kerebi Onbe, Gen. Victor Adokeme, Gen. Parker Waritimi, Gen. Job Tari, Gen. Tonye Fred, Gen. Samuel Akparsi Ebitari, Gen. Ojuemi Oweikeme, Chief Gen. Joseph Isanmi, and Gen. Markson Isere, the group urged Dr. Otuaro to prioritize women’s empowerment within the amnesty framework.
They stressed that many wives of ex-agitators face financial struggles and that providing them with economic opportunities through skill acquisition and entrepreneurial programs would help stabilize their families, reduce poverty, and contribute to lasting peace in the Niger Delta region.
PPAPAP also emphasized the need for greater synergy between the Amnesty Office and its leadership to ensure that their concerns align with the program’s objectives.
They urged Dr. Otuaro to engage with them directly, ensuring that ex-agitators receive their rightful benefits and are adequately informed about ongoing empowerment initiatives.
They maintained that being actively involved in decision-making processes would enable them to fully benefit from the opportunities designed for their reintegration and development.
The group further highlighted the neglect of leadership empowerment in the Third Phase of the Amnesty Program, noting that while leaders from the First and Second Phases have received training and opportunities, those in the Third Phase have been left out.
They called for leadership training, proper documentation, and allocation of slots to ensure fairness and inclusion. Additionally, they advocated for a thorough verification exercise to recognize only genuine ex-agitator leaders, enhancing transparency and accountability within the program.
PPAPAP reaffirmed its support for Dr. Otuaro’s leadership and urged him to continue implementing progressive policies that would ensure sustainable development in the Niger Delta. They emphasized that inclusive governance and economic empowerment remain crucial to achieving long-term peace and stability in the region.
